Chester Ince

Operations Manager - Arcticom
Chester Ince is the Operations and Logistics Manager for Arcticom, where he oversees daily operations and provides leadership for the Alaska Land Mobile Radio (ALMR) System, a P25 trunked emergency communications network supporting over 100 federal, state, and local agencies across Alaska. He ensures system performance, coordinates maintenance, manages vendor relationships, and serves as the contractual authority for negotiations and compliance. Leveraging his PMP certification, Ince applies proven project management methodologies to deliver strategic initiatives on time, within scope, and on budget. He values the dynamic challenges of corporate operations and takes pride in contributing to the mission readiness and success of both Arcticom and BSNC.

Richard Foster

President - Arcticom, Executive Vice President - BSNC
Richard Foster serves as the President of Arcticom. He joined Bering Straits Native Corporation (BSNC) as vice president of business development in 2004 following a successful 28-year-long career in the U.S. Air Force. From 1996 to 1998, Foster served as command chief (senior enlisted advisor) for the wing commander at Elmendorf Air Force Base, Alaska. Other positions include commandant of the Non-Commissioned Officers Academy from 1993-1996, where he managed more than $5 million in assets.
