Dustin Potter
Dustin Potter is the Operations Manager for Arcticom, providing leadership and oversight of daily operations and the Alaska Land Mobile Radio (ALMR) System, a statewide P25 emergency communications network supporting more than 100 agencies. With over 30 years of experience managing multi-million-dollar government and commercial programs, he ensures system performance, directs maintenance, manages vendor relationships, and serves as the contractual authority for compliance and negotiations. Dustin brings deep expertise in DoD contract execution, COMSEC, logistics, and FAR/DFARS compliance, and is a proven leader of large, multi-site teams. A PMP-certified professional with an active Secret Clearance, he is recognized for driving operational excellence and delivering mission-critical results in complex environments.
Richard Foster
Richard Foster serves as the President of Arcticom. He joined Bering Straits Native Corporation (BSNC) as vice president of business development in 2004 following a successful 28-year-long career in the U.S. Air Force. From 1996 to 1998, Foster served as command chief (senior enlisted advisor) for the wing commander at Elmendorf Air Force Base, Alaska. Other positions include commandant of the Non-Commissioned Officers Academy from 1993-1996, where he managed more than $5 million in assets.
